PURPOSE: A manufacturing method of a permeable glow-in-the-dark block having a glow-in-the-dark function is provided to manufacture a permeable glow-in-the-dark block which prevents the falling-off in water permeability caused by fine dust blocking pore spaces, reduces the production costs by mixing a round core coated with a glow-in-the-dark substance when molding the upper part of the block and prevents the block from being smeared by rust. CONSTITUTION: A manufacturing method of a permeable glow-in-the-dark block having a glow-in-the-dark function is composed of the following steps: measuring the amount of mixture to mix at least two materials among aggregate, cement and water; mixing the measured materials added with a glow-in-the-dark substance with 5-10 mm in size in a mold; press-molding the mixture from the step of mixing in a mold; washing the cement on the surface of aggregate by spraying water; curing the washed block; and brushing the surface of the block to smooth the surface.
