PURPOSE: A compressing and forming device for waste vinyl is provided to reduce manufacturing costs and maintenance costs by having a simple structure. CONSTITUTION: A compressing and forming device for waste vinyl comprises a supporting frame(110) and a body frame(120). The body frame comprises a hopper(140), a tunnel part(130), a cylinder part(150), a tube(170) and an outlet member(161). The waste vinyl and the like are put into the hopper. The tunnel part preheats the waste vinyl and the like which are put into the hopper. The cylinder part compresses the waste vinyl and the like which are put into the hopper. The tube compresses the waste vinyl by using the cylinder part. The discharging member discharges the compressed product of the waste vinyl by being connected to the tube. The discharge member is composed of a declined part and a horizontal part. A pipe size of the declined part gets gradually smaller as the declined part moves to the front part.
