CONSTITUTION: A first electrode(204) is formed on a first substrate(202). A semiconductor layer(208) is formed on the first electrode. A recombination blocking layer(206) is formed between the first electrode and the semiconductor layer. A second electrode(216) is formed on a second substrate(218) to face the first electrode. An electrolyte(212) is interposed between the first electrode and the second electrode.
