CONSTITUTION: A connection axis(303) maintains the gap between protection panels(301). An underground power cable is placed on at least two rotation arms(307). The rotation arms are rotated or returned at a fixed angle by an elastic unit(305). At least two rotation arms are separated each other. The rotation arms vertically face each other.
