CONSTITUTION: A device for planarizing a building area in a digital elevation model using the boundary landmarks leveling of digital terrain data comprises a data storage unit(51), a vector polygon generation unit(52), an effective point selection unit(53), a building grid generation unit(54), and a building area planarization unit(55). The vector polygon generation unit creates a vector polygon composed of points for forming the boundary of a building area. The effective point selection unit calculates a first average square root error of the height values of the points except minimum and maximum values.
