A system for preventing an illegal use of an IPTV(Internet Protocol Television) STB(Set Top Box) and a method thereof are provided to determine whether the STB is illegally copied by an illegal user and provide an IPTV service to only a legal user, thereby securing the reliability of the system and holding quality of service at a predetermined level. A system for preventing an illegal use of an IPTV STB includes a DB(10), a management server(50), and an STB(100). The DB stores information about each STB for providing an IPTV service to a TV receiver(200) and information about a session key transmitted to the STB. The management server generates a session key when the STB accesses the management server, transmits the session key to the STB, acquires a prior session key from the STB, and determines whether the STB is illegally used. The STB is connected to the Internet to provide various video contents and a broadcasting service provided through the Internet to the TV receiver, accesses the management server in booting to acquire the session key, and transmits a prestored prior session key according to a request of the management server to the management server. The management server includes a network interface(51), a session key generator(55), a session key comparison unit(57), and a communication control unit(53).
