Summary:A structure of highly water-absorbing polymer-filler for soil water control capable of storing water and supplying to soil through a capillary phenomenon after storing water from river water or irrigation water in a planting area containing rooftop greening is provided to improve space utilization of a water storage tank, prevent water loss and effectively utilize water. A structure of highly water-absorbing polymer-filler for soil water control comprises: a porous outer wall(a); an inner frame(b) attached with the porous outer wall at one or more sides; and an upper surface and lower surface to close the inner skeleton. The lower surface contains a highly water-absorbing polymer inlet and sponge to close the inlet.
