Semi-regenerated materials of LDEPP(Low Density Expanded Polypropylene) and a manufacturing apparatus for the same are provided to increase productivity by producing a great quantity of LDEPP waste materials quickly at low cost through one automated process. In an apparatus for manufacturing semi-regenerated materials of LDEPP, a compression device(2) has a crushing unit(10) for breaking LDEPP waste materials into pieces and a melting unit(12) and an extruding unit(14) for melting the crushed waste materials at 160~200°C and extruding the melted material, and produces primary semi-regenerated materials(R1). A cooling water tank(4) gradually cools down the primary semi-regenerated material at 40~70°C by circulating the hot and cold water. A rolling press(6) produces secondary semi-regenerated materials(R2) by rolling the primary semi-regenerated material passing through the cooling water tank, between press rollers(40,42).
