A device for adjusting angle of a headrest for a vehicle is provided to maintain fixed state of the headrest which is moved to forward after collision by releasing locking state of a casing unit using link members. A device for adjusting angle of a headrest(3) for a vehicle comprises a pressing unit(10), a supporting plate(20), a casing unit(30), a rotating shaft, a brake piece, a first extension spring, a connecting bar(60), a first link member, a second link member, and a second extension spring. The pressing unit is placed in a seat back, and moves back and forth by load of a driver. The first link member has a tongue unit at one end, an assembling hole at the other end, and a torsion spring. The torsion spring of the first link member is formed on the assembling hole to rotate the tongue unit upward. The tongue unit contacts with a hanging pole while rotating upwards. The second link member has a hinge hole, an engaging hole, and a sill. The hinge hole where the other end of the connecting bar is linked is formed at one end of the second link member. The engaging hole is separated from the hinge hole and hinged with the first link member. The sill of the second link member prevents rotation of the first link member upwards. The other end of the second link member is hinged to supporting plate.
