A valve operated only by a master-key is provided to simply control a flow rate by easily adjusting the open state of the valve. A valve disconnects a fluid passage by rotating a handle(200) connected to a body(100). A locking unit(300) is provided to maintain a lock state of the handle(200) with respect to the body(100). The handle(200) is formed with a master key groove arriving at the locking unit(300). The locking unit(300) includes a stopper(310) and a load pin(320). The stopper(310) is supported by a spring on the top surface of the body(100) making contact with the bottom surface of the handle(200). The load pin(320) is inserted into a vertical hole formed in the handle(200). The load pin(320) has a lower end portion making contact with the stopper(310). The load pin(320) has an upper end portion making contact with the master key to pressurize the stopper(310) and deliver force such that a lock state is released.
