PURPOSE:To allow a medicine to display effects approximately two years later thereby to prevent a wastefel consumption by providing on a surface film mixed with a disinfecting agent and a nuetralized deodorizing agent an aging water-sol uble surface film not containing these agents. CONSTITUTION:On the surface of fins 2 made of aluminum or an aluminum alloy, a first surface film 4 mixed with a disinfecting agent 3. A second surface film 5 not mixed with the disinfecting agent 3 is formed on the first film 4. The surface film 5 has an aging water-soluble property valid only about two years. As a result, after the start of the use of the heat exchanger, condensed water dissolves the second surface film 5. About two years later, when con densed water begins to dissolve the first surface film 4, disinfecting agent 3 mixed into the first surface film 4 begins to dissolve, and kills funguses such as molds and the like, which begin to act in those days and prevents corrosion of fins and generation of discomfortable odor.
