Summary:PURPOSE:To obtain a membrane capable of producing highly concentrated acid and alkali by the double decomposition of a neutral salt, in high current efficiency, by carrying out the crosslinking treatment and the introduction of cation exchange group to a surface of a membrane produced by the polymerization of a specific monomer mixture and introducing anion exchange group to the other surface of the membrane. CONSTITUTION:A polymer membrane is produced by polymerizing a monomer mixture composed mainly of an aromatic monomer having a halogen-substituted alkyl group and a polymerizable vinyl group (e.g. chloromethylstyrene), a nitrile compound monomer having vinyl group (e.g. acrylonitrile) and a polyvalent vinyl compound monomer (e.g. divinylbenzene). A surface of the membrane is subjected to crosslinking treatment and the introduction of cation exchange group and the other surface is subjected to the introduction of anion exchange group. The amounts of the aromatic compound monomer, nitrile compound monomer and polyvalent vinyl compound monomer in the monomer mixture are >=60wt%, 5-20wt% and 1-10wt%, respectively. The fixed ion concentration of the cation exchange layer is 10-20N.
