CONSTITUTION:The surface layer contains Cr oxide and is provided with the diffusion preventive layer between said layer and the nuclear part. Elements such as oxide and hydroxide having >=1,000 deg.C m.p. and <=-0.7V oxidation- reduction potential is used for the diffusion preventive layer. Md/Mc is specified to 0.2-5wt% when the metal or metalloid quantity of the diffusion preventive layer is designated as Md and the metal quantity of the nuclear part as Mc. The metal forming the nuclear part consists of Fe or consists essentially of Fe.
