Summary:PURPOSE:To be able to decide a soot blower starting place without placing steam temp. in the outer range of an allowable limit by providing an arithmetic unit calculating priority for composite condition, which selects a lower value in output values from an arithmetic unit calculating priority for fouling condition and an arithmetic unit calculating priority steam condition, and an arithmetic unit deciding a soot blower starting place, which selects the highest value in the output values from the arithmetic unit calculating priority for composite condition. CONSTITUTION:Signals from a pair of an arithmetic unit 101 calculating priority for the fouling condition of a heat transfer surface and a device 102 setting priority for fouling condition are put in an arithmetic unit 103 calculating priority for fouling condition. The unit 103 calculates the starting priority of a soot blower from the fouling condition of the heat transfer surface and an arithmetic unit 105 calculating priority for steam condition calculates the starting priority of the soot blower from the steam conditions in a superheater 3 and a reheater 4. An arithmetic unit 106 carries out MINIMACHI type multi-valued logic operation by the input signals from the units 103 and 105. An arithmetic unit 107 fixing a soot blower starting place settles the soot blower starting place by the signals from the unit 106 and 101.
