PURPOSE:To make the inner winding diameter of a steel plate constantly and to perform a stabilized winding by fitting a mandrel with rolling via the steel plate to the pair of bending rolls installed on a vertically movable frame and by descending the frame according to the number of windings of the winding steel plate. CONSTITUTION:The steel plate 10 to be transferred by a transfer roll 12 is bent in circular shape by bending roll 16, 18 and mandrel 20, and a frame 14 is descended by the thickness part of the steel plate 10 when the tip of the first coil comes onto the bending roll 16. With the repetition of this motion the mandrel 20 is apart from the inner peripheral face at the lower part of the steel plate 10 and wound by only bending rolls 16, 18. And after completion of the winding, it is rotated in the opposite direction to the winding time, the rear end part 10A of the coil shaped steel plate 10 is unwinded by a peeler 44, guided to the lower pinch roll 24 via the outlet side apron 42, the upper pinch roll 26 is descended and the steel plate 10 is pinched by the upper and lower pinch rolls 24, 26 and sent out in the direction of the outlet side transfer roll 28.
