Summary:PURPOSE:To prevent the occurrence of scratches and indentation on a band plate in the down-cutting of both edges of a rolled stripe with a milling cutter by providing a drive roll at the downstream of a transfer direction and a bride roll and a rotation control means in the upstream of said direction. CONSTITUTION:Each one set of brake and drive bride rolls 13 and 14 are so provided as to be capable of free turning at the upstream and the downstream sides of the transfer direction of a band plate 11 sandwiching a milling cutter 12. The brake bride roll 13 is connected with a rotary control device 16 such as a generator and a pneumatic brake via an increasing gear 15 so that back- tension will be given to the band plate 11 against a main cutting force component working thereon due to down-cutting with the milling cutter 12. And a contact area is made to change through the control of the winding quality of the band plate 11 or the magnitude of the back-tension is made to change through a change in the gear ratio of the increasing gear 15. Therefore, the occurrence of scratches, indentation and the like on the band plate 11 can be prevented.
