CONSTITUTION:A shaft combining device 7 has plays 11, 12 and right-left rotation detecting switches 8, 9 carry out switchover between on and off before either of the plays becomes zero. Thereby, before a driver actually moves a load side steering shaft 3a by hand after starting steering, the steering can be assisted by a motor 1.
