PURPOSE:To eliminate the influence of the secular change of a valve in setting the valve opening by operating the closing control section according to the length of the difference signal pulse between the set signal pulse and a one- shot pulse. CONSTITUTION:A pulse having a width corresponding to a set opening is inputted to a one-shot pulse generating circuit 31. The width of the one-shot pulse from the circuit 31 is proportional to the product of the resistance of an external resistor 9 and the electrostatic capacity of an external capacitor 25. When the resistor 9 is a variable resistance driven by a reduced rotation output shaft of a reversible motor, the one-shot pulse can be considered as to be the signal showing the present opening of the valve. An opening set signal and the present opening signal are inputted to a difference signal generating circuit 32, and the difference signal is inputted to a pulse width judging circuit 33. The pulse width judging circuit 33 judges the length of the difference pulse width and issues an opening command.
