PURPOSE:To enhance the collection capacity of a fine particle being a suspended substance and to attain to accelerate the collection of said fine substance, by using a filter layer packed with a fin filter material which is obtained by providing fines to a plate at one place or more and formed of a light wt. material. CONSTITUTION:A plate shaped fin 2 is provided to a rectangular plate 1 within planes crossing almost at right angles to obtain a fin filter material 3. A filter tank 9 is packed with a large number of the fine filter materials 3 so as to be arranged on a support plate 15 provided with small orifices by drilling such as a perforated plate to form a packing layer 10. In this state, water 4 to be treated containing a suspended substance and a flocculant 6 are injected into a mixing tank 5 and rapidly stirred by a stirrer 7 while mixed water 8 containing fine flocs is injected into the filter tank 9 to perform filtering. As a result, collection capacity becomes large because the void ratio of the fin filter material is large and the acceleration collection by vortex streams or accumulation is attained even by the spaces formed between fin filter materials 3.
