PURPOSE:To reduce the quantity of cooling water exhausted out of the system by the blow down operation of the titled device by carrying out the blow down operation when the differential pressure between the upstream and downstream of a filter element of the title device exceeds a threshold value predetermined in accordance with the flow quantity of cooling water. CONSTITUTION:In accordance with the inlet flow speed obtained from a flow quantity senser 45, a set differential pressure DELTAPs when a desired clogging ratio is 50%, for example, is set by a threshold value setter 51. The setter 51 is a certain kind of a function generator, and produces the value of DELTAPs responsive to the inlet flow speed (v). The set value DELTAPs and a differential pressure signal DELTAP from a differential pressure meter 40 is supplied to a comparator 52 to discriminates which is larger, DELTAP or DELTAPs. When the value DELTAP becomes larger than the set value DELTAPs, a blow down operation starting signal E is generated. When the starting signal E is generated, a blow down valve controller 53 and a butterfly valve controller 54 start to operate.
