Summary:PURPOSE:To simplify the mechanism and system for controlling turbine speed for improving reliability by providing limit setting speed in an intercepting valve control unit to control turbine speed with the intercepting valve opened and closed by a solenoid valve. CONSTITUTION:Speed error 29 obtained from comparing a turbine speed signal 27 with set speed 28 and integrated acceleration error 34 obtained from comparing an acceleration signal 31 with set acceleration 32 are sent to the input of a circuit 35 for giving a priority to low value and a load setting signal 43 is added to the output signal 42 of said circuit. The added signal is converted to speed signal for a normal control system by the use of a regulator valve setting rate alphacv, while being sent to an electromagnetic valve 56 and an intercepting valve 52 through a hysteresis circuit 55. When the turbine speed is reduced to 101% of rating, the electromagnetic valve 56 is excited to increase speed and when it exceeds 102%, the electromagnetic valve 56 is deenergized to reduce speed so that the rated speed is set by the repetition of said procedures.
