Summary:PURPOSE:To prevent damage to an inlet valve, when the valve starts closing, by quickly closing a guide vane, based on both outputs from a detector, which detects start of closure of the inlet valve, and signals indicating that the main engine is under power generating operation or under pumping-up operation. CONSTITUTION:A runner 2, which is placed in a runner chamber, is directly connected to a generator 4 via a shaft 3. A guide vane 6, which regulates the flow rate to the runner 1, is provided between the runner chamber 1 and a casing 5, while an inlet valve 8, which suspends the water flow when the water wheel is stopped, is placed between the casing 5 and a water pressure steel tube 7. With this situation, when a main engine is under operation in the generating mode or in the pumping-up mode, outputs from a main engine operation detector 9 and from a operation mode detector 10 are input into an AND gate 12. When an inlet valve 8 starts closing, an inlet valve opening detector 11 is operated. With this contrivance, an emergency stop lockout relay 13 can be operated through the AND gate 12.
