Summary:PURPOSE:To obtain a correct exposure quantity with respect to a photographing element existing in two places of the driver of a vehicle and a number plate part, respectively, by placing plural louvers which have made the front of a stroboscope flash have a directional property, and controlling light distribution in case the stroboscope flash emits a light. CONSTITUTION:The titled device is placed so that it is turned upward by a prescribed angle (a) against the light distribution center of a stroboscope flash 4, and also plural louvers 6 come to be in tiers in the upper and lower directions at a prescribed interval (b). These louvers 6 attenuate a light distribution quantity of the stroboscope flash 4 in the prescribed direction, namely, in the number plate side direction of the lower part of a vehicle which becomes an object to be photographed. The interval (b) between each louver 6 is determined so that a regular light distribution quantity is obtained in the light distribution center direction of the stroboscope flash 4, namely, in the driver side direction of the upper part of the vehicle. The light quantity to the lower side of the object to be photographed is secured by a reflected light from the upper and lower faces of the louver 6 itself.
