Summary:PURPOSE:To obtain an electric type floor heating pannel which is improved safety still more and there is no fear of generating local over heat phenomenom on the surface, by a method wherein a plural number of heating pipes are arranged in parallel and horizontally at the upper side or under side of a heater. CONSTITUTION:A heating pipe pannel 4 is intervened at the upper side or underside of a heater 2. When a people sits or lies on a heat disscipation pannel and when heat disscipation to the outside from the heat disscipation plate 1 is disturbed locally, the surface temperature at that part indicates the tendency of rising, and corresponding part of heating pipes 5 are heated and working fluid inside of said pipes 5 starts evapolate. This vapor moves in the heating pipe 5 and returns disscipating evapolation latent heat at the relatively low surface temperature part, heat at said part is made rapidly moved to the other part. Accordingly, heat moving cycle is being retaliated like this, the temperature of the surface of the heat disscipating plate 1 is consequently always kept totally uniform.
