PURPOSE:To blend primary liquid and secondary liquid at a specified ratio by performing both the degassing of the dissolved oxygen in the primary liquid by means of gas substitution and gas absorption in the primary liquid tank, and mixing the primary liquid with the secondary liquid in the secondary liquid tank. CONSTITUTION:The treating water in a water tank 104 is subjected to absorption treatment of gaseous CO2 or N2 and simultaneously subjected to separation treatment of gaseous N2 or O2 of the dissolved air in the treating water and the control of the method is performed with a tank pressure controller 134 and a flow rate controlling valve 113. The water tank 104 and a syrup tank 108 are maintained at the same constant pressure and each liquid level of the tanks 104, 108 is maintained at a constant level independently. The treated water in tank 104 is sucked with a pump 124 having constant volume through a water- flow rate valve 116 and a water on-off valve 117 and the syrup in tank 108 is flowed into the water current from a mixing nozzle 123.
