PURPOSE:To detect the accurate leading rate of a laying head, and to control accurately the discharging position of the front end of a coil, by providing wire rod detectors to the inlet and outlet sides of a finish mill, and providing counting means of rotating amount to the driving motor of the mill and the laying head respectively. CONSTITUTION:The 1st and 2nd wire rod detectors HD4, HD1 are arranged at the inlet side of a finish mill FM, at a fixed distance L3 from each other in the advancing direction of a wire rod, and the 3rd wire rod detector HD2 at the outlet side of the mill FM. Then the leading rate of a laying head LH is obtained when the front end of the wire rod passes a space between the 1st and 2nd detectors HD4, HD1, and the rotating speed of the head LH is controlled basing on the obtained leading rate when the front end of the wire rod arrives at the position of the 3rd detector HD2.
