Summary:PURPOSE:To provide a fuel composition having excellent stability of dispersion and high fluidity, prepared by adding a heavy oil to waste water which contains organic substances. CONSTITUTION:A heavy oil such as asphalt, bitumen or tar pitch is slowly added for mixing to waste water in paper manufacturing, waste liquor of fermentation and other organic substance-containing waste waters. It is believed that the organic substances dissolved in the system play an important role in expediting dispersion of the heavy oil in waste liquor when concentration of the organic substances in the waste liquor is increased (e.g. use of concentrated waste liquor) or the system is made alkaline. Useful organic substance-containing waste liquors are waste waters from paper-making and fermentation industries having a relatively high organic substance content. The treatment does not require high temperature and is done at 20-100 deg.C, pref. 30-60 deg.C.
