Summary:PURPOSE:To ensure a fine opening of a control valve in no relation to change of a steam condition, by controlling speed of a turbine through an intercept valve at starting of the turbine and determining the opening of the control valve through a change of opening of the intercept valve. CONSTITUTION:A speed deviation signal is obtained in a deviation detector unit 31 by signals from a speed detector 12 and target speed generator unit 30. Simultaneously with starting of a turbine, an intercept valve 5 is gradually opened by the speed deviation signal to increase a speed of the turbine. If a warming start command is fed, a control valve 2 is opened through an opening signal generator unit 41 and control valve opening setter unit 42. If the control valve 2 is opened, the intercept valve 5 is closed. A fine flow amount of the control valve 2 is determined by a deviation with a value (output of an analog memory 34), before starting to open the control valve 2, and a comparator 38. In this way, in no relation to change of a steam condition, a fine opening of the control valve 2, required for warming, can be ensured.
