PURPOSE:To press work to the end without waste, by providing an elevator that moves vertically an upper roll out of a pair of rolls for band-shaped material feeding at the downstream side of carrying passage and making the frame of carrying passage structure constituting the carrying passage of the band-shaped material movable in the direction of carrying. CONSTITUTION:The feeder consists of a carrying passage structure 9 that forms a carrying passage 9a that supplies a hoop steel 3 to a working apparatus 7, a pair of rolls 10, 11 provided at carrying out side end of the frame 12 that supports the structure and holds the hoop steel from above and below, a motor that rotates the lower roll 11 out of the pair of rolls 10, 11, an elevator that moves vertically the roll 10 provided below the carrying passage 9a of the carrying passage structure 9 against the roll 11 for pressure contacting or releasing pressure contact, and a motor 18 for moving that moves the frame 12 of the carrying passage structure 9 along the carrying direction of the hoop steel 3 and brings close or separates the frame 12 according to the working condition of the working apparatus 7.
