Summary:PURPOSE:To reduce consumption of electric power and fuel cost, by a method wherein a receiving and storing base for a liquefied petroleum gas or the like is provided with a gas-turbine generator and a water heater, and the crude oil or the like is heated. CONSTITUTION:The liquefied petroleum gas, crude oil, a petroleum product or the like is stored in a low-temperature storing tank 3. A boil-off gas 5 of the liquid stored in the tank 3 at a low temperature or the like is directed to a gas-turbine combustion chamber 10, is burned by air fed by gas-turbing compressor 9 to rotate a turbine 11, thereby driving the generator 12 to generate electric power, which is used for a portion or the whole of the electric power load in the base installation. Exhaust gases from the turbine 11 are directed into the water heater 13 through a duct 14 to heat water circulated in a pipe 17 provided in a circuit form between the heater 13 and a heat exchanger 15. A low-temperature pipe 19 connecting the tank 3 and a normal-temperature storing tank 8 to each other is connected to the heat exchanger 15 to heat both the low-temperature stored liquid passed through the pipe 19, and the crude oil and the petroleum product or the like which has a high viscosity and is in a normal temperature condition.
