PURPOSE:To quickly and correctly project a specific subject to be monitored on the center of the picture at an appropriate scale factor through a simple operation, by installing a means which designates a specific position in a picked up picture and another means which detects the swinging direction of a pickup device and a scale factor. CONSTITUTION:An ITV camera 1 is controlled of its direction, dip, and the scale factor by a driving circuit 2 which is controlled by a driving controlling circuit 83 in a controlling circuit 7, and projects a prescribed picture to be monitored on a monitor 4. A cursol displaying circuit 5 displays a cursol at an optional position in the picture on the monitor 4 by operating a cursol shifting joy stick 6, and, at the same time, sends the position inofrmation to the controlling circuit 7. The operator of this device operates the ITV1 through a mannual operating device 78 and turns on a switch 79a after fitting the cursol to a specific object to be monitored in the picture on the monitor 4. The controlling circuit 7 controls the driving device 2 so that a picture of a prescribed scale factor which uses the position of the cursol as the center is obtained on the monitor 4, based on the information from an ITV position detecting circuit 3, the position information of the cursol, and the scale factor information from a reference value setting device 77.
