Summary:PURPOSE:To improve sealing water performance, by installing a packing on the bottom of a ringlike packing gland, while providing it with an ample interference in a state of freedom. CONSTITUTION:A packing P4 is installed on the bottom of a packing gland 11 existing between the peripheral side of a concave for setting the packing gland 11 and the peripheral side of the closely sticking packing gland 11. With pressure inside a casing and a speed ring 2, a stage vane 14 is stretched out, so that even when interference for a packing P1 is insufficient, there is the packing P4 outside this packing P1 which is pressed down by the packing gland 11 and accordingly, since tightening work can be achieved at any time on occasion, not only an ample interference can be imparted but improvement in sealing water performance can be much expected.
