Summary:PURPOSE:To enable to appropriately perform warming-up of a high-pressure turbine, by a method wherein the minute opening of a regulating valve for the warming-up of a high-pressure turbine is controlled on the basis of turbine speed, in starting an intermediate-pressure turbine in a thermo-electric power plant. CONSTITUTION:The controller 13 detects the turbine speed by a detector and controlls the regulating valve 2 and an intercept valve 5. Namely, at the time of starting the turbine, the opening of the regulating valve 2 is maintained to be constant when the turbine speed reaches a speed corresponding to the steam flow rate for warming-up. The turbine speed is so controlled as to reach a warming speed of 1000 rpm through the intercept valve 5 and the intermediate- pressure turbine 6. After the warming-up for the high-pressure turbine 3 is completed, the regulating valve 2 is opened. The intercept valve 5 is gradually opened by the deviation of speed, thereby maintaing the turbine speed to be constant.
