Summary:PURPOSE:To ensure safety by bringing up and down a lift of a bogie for simplifying the setting of drums onto under-rolls. CONSTITUTION:A lift 6 of a bogie 3 is risen to lift up a drum 5. The drum 5 is moved from the side edge of an opening of a pit 1 to the bogie 3, which is driven to run by itself and transfers the drum 5 onto an under-roll part 2. When the lift 6 is brought down to the lowesr position, the drum 5 is supported by under-rolls 7 and 7 on its flanges, and released from the lift 6 of the bogie. At this stage, under-rolls 7 and 7 are driven for winding up wire materials.
