Summary:PROBLEM TO BE SOLVED: To improve the tracing precision of a vehicle by simulating the moving state of a traveling object based on the movement condition of a detected traveling object, and displaying the behavior of the traveling object as a moving image. SOLUTION: Plural television cameras 100 image picks-up a traveling vehicle. A picture processor 102 extracts a traveling condition such as the approaching speed or approaching time of the vehicle based on the image of the image picked-up vehicle by a picture processing. A vehicle traveling simulating part 104 simulates the traveling locus of the vehicle based on a vehicle generation table 103. A traffic flow abnormality detecting part 107 detects the abnormality of a traffic situation such as averse traveling due to an accident or a dropped object based on the statistical information of a statistic processing part 106 for calculating an average speed or average number of traveling vehicles related with vehicles which already travel in a vehicle travel table 105. A traffic situation platting part 108 plots the moving image of the traveling situation of the vehicle, the abnormality of a traffic flow, or the graph of the statistical information on a multi-window. That is, the moving situation of the traveling object can be simulated based on the movement condition of the detected traveling object, and the behavior of the traveling object can be displayed as a moving image.
