Summary:PROBLEM TO BE SOLVED: To provide an allowable moment change-over device of a moment limiter which simply changes over allowable moment in the moment limiter at the time of stopping and running. SOLUTION: Actual moment is calculated by an actual moment calculator 51 provided in a moment limiter 50, the actual moment calculated by the actual moment calculator 51 is compared with running allowable moment which is memorized in an allowable moment memory 53 in advance and used when a car body runs or stationary allowable moment used when the car body stops by a comparator 52, and when the actual moment exceeds the allowable moment, an alarm signal is output to an alarm device 61 and an operation stop device 62. The change-over of the allowable moment is done by change-over switches 30, 30, 60, and the change-over switch 30 changes over the allowable moment before the supply and discharge of hydraulic fluid to a hydraulic motor 2a for running are controlled in accordance with the operation of a spool 21 of a selector valve 20.
