Summary:PROBLEM TO BE SOLVED: To provide an image processing system in which quality of an output image signal of cascade-connected image CODECs is improved. SOLUTION: A 1st image CODEC 10 is made up of a 1st encoder 11 that encodes a received signal to generate a coded signal, and a 1st decoder 12 that decodes the coded signal to generate a decoded signal. A 2nd image CODEC 20 is made up of a 2nd encoder 21 that encodes a signal of the 1st image CODEC 20 to generate a coded signal and a 2nd decoder 22 that decodes the coded signal to generate a decoded signal. Filters 30a, 30b are provided at least at a pre-stage of the 1st image CODEC 10 or the 2nd image CODEC 20 to apply filtering of an input signal s0 received by the 1st image CODEC 10 or an output signal s1 of the 1st image CODEC 10.
