Summary:PROBLEM TO BE SOLVED: To efficiently use a limited transmission capacity between a station side communication equipment(CE) and subscriber's side CEs by efficiently changing capacity allocation in accordance with the using states and necessary information volume of respective subscriber's side CEs. SOLUTION: Subscriber's side CEs 11 to 1N are respectively provided with network interface parts 111 to 1N1, buffer memory parts 112 to 1N2 for storing data and means for informing a station side CE 40 of a transmission permission request signal and stored data volume by using a certain area of a transmission frame. The station side CE 40 is provided with a means for informing the CEs 11 to 1N of transmission permission, a transmitting/receiving position and allocation capacity by using a certain area of the transmission frame and allocates transmission capacity other than transmission capacity fixedly allocated to the subscriber's side CE requiring more transmission capacity based on the stored data volume received from respective subscriber's side CEs 11 to 1N.
