PROBLEM TO BE SOLVED: To make a machine compact and to simultaneously reduce the occurrence of bill jam by detecting the arrival of an abnormal bill, the proximity of normal and abnormal bills or the abnormal state of overlapping and driving an abnormal bill and an abnormal state bill which are decided as abnormal from a normal bill and a normal state bill. SOLUTION: An identifying part 25 that identifies whether a bill is a normal bill or an abnormal bill is arranged at a rear end of a carrying path 17. A classifying part 37 which classifies an abnormal bill and an abnormal state bill from a normal bill and a normal state bill is provided between a front end part and a carrying path 36 which sends a bill to a reject box 8 with respect to a machine body 1 of a carrying path 31, a payment carrying path 39 that communicates with the part 37 from a front end position of the body 1 of the path 17 through a belt 38 and is constituted of a belt pair from the part 37 to a paying port 3 is provided. A controlling part 40 has an abnormality deciding means 41 and detects the arrival of an abnormal bill, the proximity of normal and abnormal bills and the abnormal state of overlapping based on a detection result of a detecting means 18.
