PROBLEM TO BE SOLVED: To simplify a setting change operation of a system configuration in a system configuration setting method and a transmitting device. SOLUTION: This device consists of an HMI controlling part 1, a main controlling part 2, a line connecting part 3, high order group units 4 and 5, low order group units 6 to 8, a power supply unit 9 etc., each unit is managed by the part 2 and a system configuration setting change command that follows unit insertion and extraction etc., is charged from a terminal device 10 to a transmitting device which holds the management information also in the part 1. A configuration setting deciding part of the part 1 refers to the management information according to the command, decides whether or not the setting is changed and transmits a control request including the updated management information that corresponds to the setting change of the system configuration to the part 2 in the case of yes and the part 2 performs the setting change of the system configuration for managing and controlling each part.
