Summary:PROBLEM TO BE SOLVED: To obtain a skin lotion having an excellent moisture retaining action, no skin allergy and high safety, by including a composition prepared by removing a specific substance from cow's milk, a chelating agent and a pH adjuster so as to make the skin lotion transparent for a long period of time. SOLUTION: (A) A composition obtained by removing a substance having >=10,000 molecular weight from one or more of cow's milk, skim milk produced preferably from cow's milk, casein whey obtained from skim milk and cheese whey is mixed with (B) a chelating agent and (C) a pH adjuster and subjected to clarifying treatment with activated carbon, etc., and made transparent for a long period of time to give a skin lotion. The skin lotion can be used as it is or optionally made into a treated substance such as a (decompressed) concentrate, a pasted substance, a dried substance (spray-dried substance or the like), a diluted substance, etc. The treated substance can be used as it is or added as a raw material formulation component for a cosmetic to various kinds of cosmetics and used.
