Summary:PROBLEM TO BE SOLVED: To actuate self engaging force even when a partner member is rotated in either directions to provide sufficient torque capacity by fixing both ends of a strap so as to have the degree of freedom against the circumferential direction. SOLUTION: A strap 30 is not fixed by a joining bolt and the like at a folding back part 31, but fixed by hooking with the folding back part 21 of an outer frame 20 so as to have the degree of freedom in the circumferential direction. When pressure fluid is fed in a tube 40 to tighten an inside member in a space 60, the strap 30 is elastically deformed, and it is fixed at the folding back part on the lower side to transmit torque and a self gauge force is applied to a partner member at this time. When the pressure fluid is discharged, the partner member is released by restoring force of the strap 30. In the case of reverse rotation, the strap 30 is fixed at the folding back part on the upper side to be elastically deformed, and similarly the self engaging force is applied to the partner member. At releasing, the partner member is released by restoring force of the strap 30.
