Summary:PROBLEM TO BE SOLVED: To obtain an activated soil which does not suffer from diffusion and escape in water and can improve the biological environment of e.g. a soil by activating a silicate substance having anaerobic bacteria with a silicate bacteria in an aerobic atmosphere under conditions including a specified temperature, a specified pH, and a minus earth potential and coating the activated silicate substance with a high molecular humus soil. SOLUTION: The silicate substance used is a substance comprising silicon dioxide and a metal oxide, widely occurring in natural igneous rock minerals, and represented by the formula: xM2 Oy SiO2 (wherein M is an alkali metal, an alkaline earth metal, iron, or the like) and is exemplified by a zeolite mineral, diatomaceous earth, a clay mineral, or volcanic ash. It is the most desirably porous zeolite. A carbon oxide capable of realizing an oxygen-free state, a nitrogen compound, and a mineral are introduced, and the anaerobic bacteria are cultured at 60-100 deg.C and a pH of 4-7 by using the silicate substance as a nutrient source to make an activated silicate substance. This is coated with a high-molecular humus soil by e.g. mixing under agitation.
