PROBLEM TO BE SOLVED: To enable the application even to a consciousness state adjusting device by quantitatively determining a consciousness state and a mental state by obtaining brain wave data on a scalp by finding respective frequency average power values on the basis of a calculating result of a correlation between brain waves of the respective parts on the scalp, and feeding back this to a person to be measured by finding, for example, the average power ratio of an α wave of a frontal region/occipital region treated as an index of a consciousness concentration degree. SOLUTION: This device is provided with an amplifying device 1 for amplifying brain wave data from respective electrode positions on a scalp of a person 20 to be measured, an analog/digital converter 2 for digitally converting an amplified signal, the storage part 3 for storing a digitally converted brain wave signal, the correlation function analyzing part 4 for analyzing a correlation between brain wave data on stored respective electrode positions, the frequency analyzing part 6 for performing a frequency analysis on an electric potential data train stored in the storage part 3, the electrode selecting part 5 and the analyzing part 7 for performing an operation on a frequency analyzing result between selected electrodes. A consciousness state adjusting device can also have the consciousness state feedback part.
