PROBLEM TO BE SOLVED: To generate an operation plan optimized as the whole of an operation line in a short time even in the case of stages different by operation conditions, intra-stage processing means provided in parallel, or a large-scale operation line. SOLUTION: An order array 4 consisting of a linear arrangement of orders and processing means used in each order is generated based on attributes of each order, an operation condition in each processing means, etc., and a processing order 6 in each processing stage is generated based on this order array. Thus, a plan which can be executed in each stage can be generated even in the case of stages different by operation conditions. Further, the operation state is simulated in a part 8 in accordance with the processing order, and the order array is changed to repeat the processing till a prescribed end condition based on an evaluation value 9 calculated as the result of this simulation is satisfied, thereby not only obtaining the most suitable operation plan allowing for the entire operation line but also performing optimization without unnecessary search to shorten the calculation time.
