Summary:PROBLEM TO BE SOLVED: To manage in accordance with the processing load of a management object or the urgency of a communication network operation by performing quality management communication that is selected by either or both of a communication network management station and managed object and managing network resources. SOLUTION: A control manager processing means 104 performs management communication with a management object by using a communication network protocol mapping means 102 and a management protocol processing means 103. A management agent processing means of an object to be managed processes a management request from a communication network management station 100 by the use of the communication network protocol mapping means and the management protocol processing means and also returns its response. Here, the management request processing is performed in accordance with processing priority by utilizing a management communication priority controlling means, based on a management communication priority deciding means, and its response is returned to the station 100.
