PROBLEM TO BE SOLVED: To improve electromagnetic efficiency despite of a low cost by integrating an electric coil in a sleeve and integrating a metering function of fluid with an armature slidably arranged in a sleeve. SOLUTION: A sleeve combined with a housing 11 regulates an inlet port 17, an outlet port 18, and a tank port 19 which are opened in an axial bore in such a state as to be spaced axially at some distance from each other. A ring electric coil 21 is arranged in a blind bore 12 of a housing in one end of the sleeve 14. A cylindrical armature 24 is slidably arranged in an airtight contact with the blind bore and a fluid metering means 26 is incorporated therein for controllably measuring the fluid flow. The armature 24 thus functions as a movable valve spool by flowing the current to impress a voltage to a coil 21. The whole cost can be reduced and the electromagnetic efficiency can be improved.
