Summary:PROBLEM TO BE SOLVED: To improve the compatibility with an existing video by transforming the space area of a block into a frequency area for every block, classifying and rearranging coefficients by frequency band to such a degree that necessary information is included in image reproduction in the order of importance, coding information concerning the positions and sizes of the re-arranged coefficients in the order of importance and outputting arrayed bit streams. SOLUTION: A distance cosine transforming(DCT) part 101 transforms the images of the respective blocks from the spatial domain into the frequency domain and removes spatial overlapping property. The coefficients of the respective blocks transformed by the DCT part 101 are inputted to the rearranging part 201 of a quantizer 100 and are rearranged into a two-level pyramid structure. The DCT coefficients rearranged into the structure by the part 201 are coded as an EZ structure in a zero tree coding part 202 and quantized. In this case, an SPIHT coding method can be used. The respective quantized coefficients are entropy-coded by an entropy coding part 103.
