Summary:PROBLEM TO BE SOLVED: To maintain short delay times, even when a minimum bit rate is set lower when image data code-processed are multiplexed by the moving picture experts group(MPEG) format and sending the multiplexed data. SOLUTION: Let a capacity of a video buffering verifier VBV buffer be vbv- size (0), then a bit rate when a maximum delay time τmax is given by the VBV buffer is referred to as bit- rate (0). When a bit rate bit- rate to be set is smaller than the reference bit- rate (0), the available capacity range of the VBV buffer is set as vbv- size (2)=bit- rate/bit- rate (0).
