Summary:PROBLEM TO BE SOLVED: To realize congestion control where the quality of a speech connection service even at the time of congestion is not so much changed in the normal state and capable of flexibly coping with the congestion. SOLUTION: A call pattern from a subscriber is generated as call time series data, the call time series data are processed for fast speed Fourier transform by which a short period component of a frequency is detected, the number of the detected short period component is compared with a prescribed threshold level. When the number of the short period components exceeds the prescribed threshold level, the transmission timing of a congestion tone(CT) and a busy tone(BT) is revised so as to be delayed. Or the number of calls from subscribers for every prescribed line is counted and a call amt. per unit time is obtained from the counted call number and when the call amount per unit time exceeds a prescribed threshold level, the transmission timing of the congestion tone(CT) and the busy tone(BT) is revised so as to be delayed.
